Description

The Clean Water Act (CWA) establishes the basic structure for regulating discharges of pollutants into the waters of the United States and regulating quality standards for surface waters. The basis of the CWA was enacted in 1948 and was called the Federal Water Pollution Control Act, but the Act was significantly reorganized and expanded in 1972. "Clean Water Act" became the Act's common name with amendments in 1972.

In this presentation, participants will be given an overview of the CWA and how it applies to highway operations, to include construction and maintenance activities.

Greg Beckius, PE Services is a Certified Professional in Erosion and Sediment Control (CPESC #8296) with over ten years specialty experience in environmental compliance working on NPDES compliance for MS4, construction, and industrial activities. Greg is focused on implementing best management practices into the construction and urban environment and using innovative design skills and programs. Greg is extremely knowledgeable about the NPDES permit program as well as appropriate BMPs for construction projects. He has experience acting as the Environmental Compliance Manager on various transportation projects ranging in a variety of scales, including the TH53 Realignment Project (Virginia, MN) & the I35W North MnPASS Project (Blaine, MN). Greg also specializes in assisting many public and private clients submit NPDES Permit applications, preparing and implementing Stormwater Pollution Prevention Plans (SWPPPs), and developing and designing construction SWPPPs for compliance with the NPDES construction general permit.
