Workshop Objectives:

  • To help ensure North Dakota state and local governments meet their water quality protection obligations in an efficient and cost-effective manner.
  • Determine ways to improve compliance with environmental regulations pertaining to water quality for county, city, township, and state construction and major maintenance projects.
  • Determine Best Management Practices (BMP’s)
  • BMP’s for state and local government projects and activities.

This workshop meets the requirements for the BASIC level of the NDLTAP Roads Scholar Program.


Dallas Grossman, ND Dept. of Health, has been an Environmental Engineer with the North Dakota Department of Health, Division of Water Quality since 2004. From that time he has been part of the North Dakota Pollutant Discharge Elimination System Program, working mostly with the storm water permits program. Responsibilities have included writing the construction general permit, reviewing pollution prevention plans and inspecting construction sites. He also is a graduate of North Dakota State University with a Bachelor of Science degree in Civil Engineering.

Target Audience

North Dakota - Construction Inspectors, Project Engineers and managers, city/county engineers, road superintendents, and special provision or specification writers, etc.
