Description

This 3-hour course is intended to provide DBE contractors with an understanding of a number of the more important construction contract and subcontract provisions associated with highway and bridge construction projects. The course will review standard specifications from North Dakota, South Dakota, and Wyoming, including those pertaining to differing site conditions, time delays, project changes, payment obligations, liquidated damages, and indemnification obligations. The course was developed by the instructor through coordination with the Civil Rights and construction administration staff of the NDDOT, SDDOT and WYDOT.

Wendy Wendrowski is an Adjunct Professor in the Construction Management department of the College of Engineering at Boise State University. She has been a practicing attorney since 1991, specializing in complex business and commercial litigation with an emphasis in construction litigations. Representing public owners, contractors and subcontractors, she has prosecuted and defended construction defect claims, breach of contract claims and claims of violation of federal and state false claims acts. Wendy has been involved with construction disputes regarding back charges, change orders, defective work, defective plans and specifications, and delay. Wendy has drafted and negotiated contracts prepared and negotiated claims and advised clients on a variety of issues arising on construction projects. She has extensive knowledge in pre-trial and trial experience, and experience with different types of alternative dispute resolution. In addition to practicing law, Wendy currently teaches an upper-level construction contract law course at Boise State. She is admitted to practice in the states of California and Idaho, the District of Columbia and before the United States Court of Federal Claims. Wendy received her undergraduate and law degrees from the College of William and Mary in Virginia.

Target Audience

Disadvantaged Business Enterprise Contractors, Civil Rights Staff, and District/Region DOT staff who work with DBE related issues in contract administration.
